		<description><![CDATA[Chinese shares rebounded Thursday on government plans to raise tax rebates on a range of exports to boost sluggish trade.

The benchmark Shanghai Composite Index climbed 70.15 points, or 3.1 percent, to close at 2,361.7. The Shenzhen Composite Index for China's smaller second exchange added 2.2 percent to close at 774.05.

The Cabinet announced Wednesday it will raise rebates of value-added taxes April 1 on exports of textiles, steel, nonferrous metals, petrochemicals and other goods. The government also said it will try to help Shanghai develop as a financial and transportation center.

		<description><![CDATA[China plans to cap its crude steel output at 460 million tonnes in 2009 and at around 500 million tonnes in 2010 as it pushes the world's biggest steel industry to get into shape.

The country also plans to close steelmaking capacity of 25 million tonnes and iron-making capacity of 72 million tonnes in the next three years, the country's top planning body said in a strategy plan on Monday.


The plan was posted on the website of the National Development and Reform Commission www.ndrc.gov.cn 


Global demand for steel has slumped in the fallout from the economic crisis, forcing Chinese steel firms to seek shelter in construction projects backed by a $585 billion state stimulus package. But by doing so, they are putting themselves at the mercy of government ambitions for belt-tightening.

Distributors are still destocking because sales to end-users are so poor that the whole process is taking much longer than anticipated. Credit issues are exacerbating an already dismal demand situation. The producers have held back from making official announcements for the second quarter. They lowered prices for March output, amidst weak demand, financial uncertainty and severe competition for the small amounts of business that were available.

		<description><![CDATA[The South American steel industry has not escaped the global economic crisis. Demand for crude steel and steel products has fallen sharply in tandem with the global manufacturing slump and the cooling of China‘s once red-hot economy. After years of growth, Latin America╒s crude steel production was flat at 67.2 million metric tons in 2008, compared to 2007, according to the Latin American Iron and Steel Institute.

The region managed to increase steel exports to China by 9 percent to 835,000 metric tons last year, but fourth-quarter results by major South American producers such as Gerdau show a dramatic market deterioration. Steel production in Chile, Colombia and Venezuela fell last year, and Brazilian ferroalloy exports dropped 51 percent to $88.9 million in December compared to a year earlier.

		<description><![CDATA[ThyssenKrupp Nirosta on short hours until September. 

ThyssenKrupp Stainless plans to introduce short-time working for its German operations until September.

 

The reduced working schedule has taken effect as of February, and applies to the 4,500 employees of German stainless strip division TK Nirosta. Currently, 2,300 staff are working six fewer shifts per month, though the tonnage lost is not yet known. Nirosta already reduced production by extending its Christmas/New Year break from two to four weeks.
