US order anti-dumping duty on pipe from China
The US Department of Commerce has issued an antidumping duty order on circular welded austenitic stainless pressure pipe from the China on March 17th 2009, based on affirmative final determinations by the Department and the International Trade Commission. The Commerce department determined that Chinese producers/exporters have sold stainless pressure pipe in the US from 10.53% to 55.21% less than normal value. In addition, they also determined that Chinese producers/exporters have received net countervailable subsidies ranging from 1.10% to 299.16%. In the AD investigation, Winner Machinery Enterprise Co Ltd, the sole participating respondent, received a final dumping rate of 55.21%. All other Chinese producers/exporters received the China wide rate of 55.21% except Zhejiang Jiuli Hi-Tech Metals Co Ltd which received a separate rate of 10.53%. In the CVD investigation, Winner Machinery Enterprise Co Ltd, the sole participating respondent received a final subsidy rate of 1.10%. Froch Enterprise Co Ltd received a final subsidy rate of 299.16% based on adverse facts available as this company failed to cooperate. All other Chinese exporters received a final subsidy rate of 1.10%
